PC TV streaming channels can now be set up for free, using sites such as UStream.tv as a broadcasting platform. You will still need your own equipment, but even the basic camera included with a cheap netbook allows you to get online and broadcast. For good results, you will need to get hold of something better than this, but video and camera equipment is now very cheap.
